Punjab government is unhappy over the Central governments lackadaisical attitude towards putting up a scientific storage facility in the state.

It is not just bad managers who can negatively affect employee health, but it is also the lackadaisical and mediocre who can put employees on the sick list.

We do not disagree with the observations of the High Court that the performance of duties by the licensing authority and by MCD (in its limited sphere) was mechanical, casual and lackadaisical.

The exclusion of was not upheld for the reason that the notification dated 11 September 2008 issued under of the Act was published on 16 July 2009 after a gap of ten months which indicated the lackadaisical approach of the officers of the State Government.

That apart, in the present case, such belated approach gains more significance as the respondent employee being absolutely careless to his duty and nurturing a lackadaisical attitude to the responsibility had remained unauthorisedly absent on the pretext of some kind of ill health.

For the lackadaisical attitude exhibited by the defendant, a valuable life was lost.

Pointing to the lackadaisical approach of previous Governments, he stated that data is a valuable resource and lack of interest shown by previous Governments has resulted into unavailability of reliable historic data.
